Trained as an engineer and e philosopher, Jean-Gabriel Ganascia turned to artificial intelligence. He obtained a Ph.D. on Knowledge-Based Systems in 1983 then a Thèse d'État on Symbolic Machine Learning in 1987, both at the University of Paris-Saclay. He is Professor Emeritus at Sorbonne University, where he continues his research in artificial intelligence at LIP6. His current research activities focus on the literary aspects of Digital Humanities, Computational Philosophy and the ethics of the digital. He is a Fellow of the EurAI (European Association for Artificial Intelligence). He is also the Chairman of the Steering Committee of the CHEC (Cycle des Hautes Études de la Culture), which is a higher education program designed is to provide top civil servants with a thorough grounding in current cultural policies and challenges, the Chairman of the Ethics Committee of “France Travail”, the French National Employment Agency and the Chairman of the AFAS (“Association Française pour l’Avancement des Sciences”) that is one of the oldest scientific societies. He has also been the Chairman of the Ethics Committee of the CNRS (COMETS) between 2016 and 2021.
During his career, he has published more than 500 articles mostly in English in conference proceedings, books and scientific journals. He is also the author of a dozen books for the general public, the latest of which, entitled “Servitudes virtuelles”, has been published by Éditions du Seuil in March 2022.

Samir Henni graduated in medicine in 2001 and holds a PhD in Science from the University of Angers. He is accredited to supervise research and was a visiting fellow at the Universitätsklinikum Giessen in Germany. He holds an MBA from Audencia Nantes (2006) and graduated from EHESP School of public health (2017). He was an auditor for the Graduate studies in public service - CHESP - in 2022. He has lectured at EHESP School of public health for several years notably in the specializations : Hospital directors, Director of a healthcare, social and medico-social center and Hospital administration officer. After serving as Director of Research and Clinical Development in Lyon, he pursued his hospital career at the University Hospital of Angers and his academic career at the Faculty of Health at the University of Angers.
At the University Hospital of Angers, he was Head of Department and later Head of the hospital-university division which includes cardiology, cardiac surgery, vascular and thoracic surgery, endocrinology-diabetology, intensive care and resuscitation, hyperbaric medicine, internal medicine, sports medicine, vascular medicine, palliative care, and the interregional poison control center. In May 2022, he was elected President of the Regional body for improving the relevance of care - IRAPS - in the Pays de la Loire region. In October 2023, he was appointed provisional administrator of the Nevers Agglomeration Hospital Center, the leading institution of the regional hospital groups - GHT - in Nièvre, Bourgogne-Franche Comté. By decree of the French President of the Republic on February 8, 2024, Samir Henni was appointed General Manager of Strasbourg University Hospitals.

Cancer@work is a place for its members to share ideas and innovate. The Club brings together 130 companies in France, representing 10% of the working population, and has a presence in Luxembourg and the UK.
Wecare@work offers employers solutions for raising awareness, training and supporting their employees. These include Alex, a web app available 7/24 that offers a prevention space, a training space and a support space with 3 personalised pathways: patient, carer and manager. In just over a year, Alex has been adopted by employers such as Malakoff Humanis, Sécurité Sociale, Publicis, Foncia and Décathlon, and is used by thousands of users. Its impact has recently been measured and a clinical study is underway.

In 2007, at 21 years old, Emmanuel Hardy graduated as a nurse from the training institute for nurses in Orléans. He began his career in a variety of clinical environments, in both the public (psychiatry) and private (home hospital care) sectors. He opened his own private practice in 2013. In 2017, he took part in the initial discussions to create a multi-professional health centre, and in 2020 he joined the board of the Eastern Orléans territorial professional health community, followed by the Loiret territorial professional health community in 2023, thereby affirming his position as a leader within the region.
In 2021, he graduated top of his class with a state diploma in advanced practice nursing from the Universities of Tours and Angers. Since then, he has been working to promote health, create seamless care pathways between the city and the hospital, and focus on access to care in a health desert.
His commitment and passion for innovation in the field of nursing led him to be elected president of the French Union of Advanced Practice Nurses – UNIPA – in 2022 and a member of the High Council of paramedical professions.
Emmanuel Hardy is now recognised for his active role in promoting advanced nursing practice, helping to improve the quality of care for those being cared for while strengthening the nursing profession.

Dr Elisabeth Hubert is volunteer chair of FNEHAD - French National Federation of Home Hospitalisation Establishments - since April 2006. A General Practitioner for 15 years, Elisabeth Hubert was a member of the Nantes City Council from 1983 to 2021,
was the National Assembly Member for Loire-Atlantique from 1986 to 1995 and Minister of Health and Illness Insurance in 1995. CEO France at Fornier Laboratories for from 1997 to 2004, she then created and chaired HaD FRANCE from 2006 to 2023, a home hospitalization provider located in depopulated rural areas. She is still president of the association managing home hospital care in Nantes.
Alongside her professional activities, Elisabeth Hubert has been actively involved in various professional organizations, in particular on the national board of the Confederation of French Medical Unions – CSMF – from 1981 to 1986 and the LEEM from 1998 to 2004.
An auditor at the 56th session of the French Institute for advanced studies in national defence – IHEDN, she was a member of the French High Committee for the Evaluation of Military Condition – HCECM – from 2006 to 2014.
In April 2010, Elisabeth Hubert was tasked by the President of France to enhance local medical care.

Julien Jourdan is the Director of the French federation of human and local services – Fédésap, the leading federation in terms of the number of structures for provision of assistance to individuals. Founded in 2007, Fédésap brings together over 4,000 organisations (both companies and associations), mainly independent living services, which provide home care to elderly people with loss of autonomy or those with disabilities, as well as childcare facilities.
Julien Jourdan is an expert in policies related to the social care sector, with extensive experience in communication, management, and project management, particularly in collaboration with public authorities.
As Director of Fédésap since 2016, he leads a team of 19 employees. He is also actively involved in joint negotiations concerning employment and professional training.
Previously, he was a project manager for the same federation, overseeing initiatives aimed at professionalizing and enhancing the value of professions dedicated to the assistance to individuals.
Julien Jourdan also worked for the French National Federation of Mutual Insurance – FNMF – as a head of service for assistance to individuals and was General Secretary for a humanitarian association dedicated to getting children off the streets in Managua, Nicaragua, where he was responsible for partnerships and communication.
A former local civil servant, he holds a Master’s degree in “Local authority management” from Paris Nanterre University and completed the “Executive Leadership Program” at HEC Paris.

Dominique Pon is an engineer with a degree in computer science from Télécom Sud Paris. He dedicated the first part of his career to the industry (1992 to 2001), starting out as an engineer at TEAM (on-board systems for aeronautics), before joining Schlumberger in 1994 as Technical Director, where he developed X-ray baggage screening algorithms for airport security. In 1998, he joined Vinci Energie as General Manager, where he developed computerized management solutions for telecom, electricity and gas infrastructures. In 2001, he joined the Clinique Pasteur in Toulouse as CIO, then CTO, before his appointment as General Manager in 2011. He also founded Clinavenir (2012) and chaired SantéCité (2016-2018), cooperative alliances of independent French clinics. Dominique Pon is behind the creation of an incubator (Hi-Lab) and, on the entrepreneurial side, several start-ups including CP-SYS, MH-COMM, Medinbox and Yooli. From 2019 to 2022, he served as Ministerial Delegate for Digital Transformation in Health. Dominique Pon joined the Executive Committee of Docaposte in January 2023 with the mission of contributing to the development strategy of La Poste Group's subsidiary in digital trust services. On a personal note, he is the founder and manager of the association EternesiA, which advocates for the inclusion of the digital memory of all human beings in the intangible heritage of humanity.

Doctor in life science (with specialization in immunology and oncology), I worked as a researcher within Inserm Institute and at the Antoine Lacassagne, a center of excellence for the fight against cancer (European project of gene therapy) until 2001. In 2001, I initiated a major career change; after having written two books, I became a consultant for the pharmaceutical industry and a copywriter. At the same time, I also began to lead debates for various audiences (general public and professionals). Among the many events I animated were the Rendez-vous SANTÉ INSERM, the national program "Bien vieillir" and the Agoras of the ARS. In 2003, I took up a second career, as a journalist. Editor-in-chief of a national bi-monthly magazine (Seniors), I was also for several years a correspondent for the Nice-Matin group, before being hired by the press group in 2010 as a reporter, and then becoming head of the health section, a position I have held for over 10 years. In 2017, I created the Nice-Matin Health Club, designed as a think-tank, bringing together the major players in health in the Alpes-Maritimes region, which in 2022 was extended to the Var region. Within this framework, we debate major health issues.

Professor Alain LUCIANI, MD, PhD, is full professor of radiology at the University Paris Est Creteil (UPEC), working at the Imaging Department of University Hospital Henri MONDOR, second largest University Hospital in Paris.
Former General Secretary of the National College of Academic Radiologists in France (CERF), and former President of the SIAD (French National Abdominal Imaging Society), he is currently General Secretary of the French Society of Radiology (SFR) and member elect of the National Academic Council of Radiology (CNU).
His research is focused on liver and tumor imaging, developing functional Imaging for the early detection, and characterization of liver disease and cancer. He has especially developed and applied novel MRI techniques, whether dealing with diffusion – liver diffusion and whole-body diffusion in common malignancies – as well as molecular imaging. He is also involved in novel trials using mathematical modeling of imaging data for the opportunistic detection of chronic liver disease. Professor LUCIANI further develops fundamental research on cellular Imaging of liver disease within the INSERM U955 Equipe 18 research team. He is actively involved in 5 multicentric French national research projects on functional Imaging in cancers, and is author of 208 international manuscripts.

Medical care is in the midst of a revolution: organization, treatments, global consideration of the sick person and the necessary cooperation of all healthcare actors, including patient representatives.
These different actors are gradually learning to talk and understand each other. They need support to move forward effectively and work together. Associations in particular need support to adapt their operating methods to these changes. The speed of change in the digital age calls for information, education and networking, especially as economic trade-offs complicate the feasibility of the measures that patients and professionals alike are waiting for.
The future lies in co-construction. The role of facilitator is crucial to meeting these challenges. My personal, associative and professional experience forms a triptych at the service of this co-construction.

Bertrand Lukacs is a specialist in the use of data in urology. With his detailed knowledge of PMSI and SNIIRAM, he created the Observatoire des Pratiques en Urologie (Observapur) in 2006, a project linking existing data on the management of patients suffering from prostate pathologies, including adenoma and cancer. Agnès Buzyn is Professor of Hematology at the Paris-Sorbonne University in Paris. She spent a large part of her career as an academic hematologist and clinician at the University Paris Descartes - Necker Hospital, where from 1992 to 2011 she headed the adult hematology intensive care and bone marrow transplants unit. In addition, up to 2006, she led research team on tumor immunology at the National Institute of Health and Medical Research (INSERM) - Institut Cochin. Her research activities have focused on bone marrow transplants, and immunotherapeutic vaccine for Leukemias (CML and AML). She has published more than 150 scientific papers and reviews in this area.
Throughout her career, A. Buzyn has served as president or board member of a number of national organizations: The Biomedicine Agency (ABM), the Blood Institute (EFS), the Bone Marrow Transplant and Cell Therapy Society (SFGM-TC). From 2008 to 2013, she served as Chair of the Executive Board of the Radioprotection and Nuclear Safety Institute (IRSN). During her mandate, she had to manage the short-term and long-term consequences of the Fukushima accident with the French government. A. Buzyn was the executive President of the French National Cancer Institute (INCa) from May 2011 until February 2016, in charge of designing the French Cancer Control Plan. In 2016, she was appointed Chairman of the French National Authority for Health (HAS – Haute Autorité de santé), the French Health Technology Assessment agency in charge of evaluating the benefit of drugs and medical devices, accreditation of hospitals and drafting guidance for French health professionals.
She served as the French Ministry of Solidarity and Health from May 2017 to February 2020, during the first mandate of President Macron, drafting the pension reform, and making amid many reforms on the health and solidarity field, 11 vaccines mandatory for the French children.
After standing for the mayor of Paris election in 2020, she joined WHO in Geneva in January 2021 as an Assistant Director General, serving as the DG’s envoy for multilateral affairs, especially in charge of the G7 and G20 summits negotiations, notably dedicated to draft new funding mechanisms for preparedness and response to pandemic, and to developing the new “One Health” Approach within governments and civil society. She served also as the Executive Director of the WHO Academy during this period.
She was named Advisor in the French Court of Auditors in Septembre 2022.

Marie Benque is a general practitioner and one of the founders of ipso santé. Since 2015, she has been practicing in the first ipso practice opened in the 3rd district of Paris. From the outset of the project, Marie Benque sought to rethink local healthcare in terms of ensuring quality primary care accessible to all. This is particularly crucial given current public health challenges such as an aging population, the emergence of chronic diseases, and a decrease in the number of general practitioners.
Ipso practices offer comprehensive patient care with services including general medicine, pediatric follow-up, gynecology and obstetrics, nursing care, and day-to-day emergencies. Doctors are also accessible via teleconsultation and provide home visits for patients who need them.
Since 2020, ipso santé has been running an innovative project within the framework of article 51 entitled "Enhanced Primary Care Contract." This experiment aims to propose new ways of providing local care, in particular by changing the remuneration model for general practitioners, with the implementation of a capitation system that strengthens the bond between patients and their doctors, encourages collaborative work among practitioners, and enables task delegation while promoting preventive actions. This model is also perceived by the physicians as an attractive and rewarding aspect of their profession.
Today, ipso santé operates 6 practices between Paris and Lyon, and plans to expand to Rennes, Versailles and Marseille in the near future.

Jean de Kervasdoué was born on December 28, 1944 in Lannion (22).
Graduate of the Institut National Agronomique de Paris and the Ecole du Génie Rural et des Eaux et Forêts. He obtained an MBA (1971) and a PhD in socio-economics in the United States (Ph-D-1972) from Cornell University.
He began his career in the Republic of Niger in 1966 by constructing dams to develop irrigated crops while being responsible for agricultural development in two prefectures of this republic (Tahoua and Agadès). Returning from the United States in 1972, he first worked in the health sector, both at the management research center of the Ecole Polytechnique (1974-1981) and at the AP-HP, where he created the economic studies department. He returned to the agricultural sector by participating in the creation and then the management of the Center for Evaluation and Prospective Studies at the Ministry of Agriculture (1978-1981). In 1981, he became the first agricultural advisor to Pierre Mauroy (Prime Minister). Appointed Director of Hospitals at the Ministry of Health, he held this position for five years (1981-1986). He then went on to set up and run a healthcare consulting firm (1986-19997), before returning to academia as a Professor and Chair of Economics and Management of Health Services at the National Conservatory of Arts and Crafts - CNAM (1997-2016). There, he created and directed the Pasteur/CNAM School of Public Health (2006-2013). Since autumn 2019, he has been writing a column for Le Point.fr.
As a visiting professor at Yale University, he evaluated the Irish healthcare system for the OECD in 2007 and the Greek healthcare system in 2009.
Mr. de Kervasdoué has written hundreds of articles and numerous books on healthcare systems. Passionate about ecology, he has also published several books critical of political ecology. He is the author of numerous reports, including the 2014 report on the training of engineers of the Corps des Ponts et des Forêts (IPEF) and the report on the reception of paying foreign patients in France.
An Officer of the Legion of Honor, Jean de Kervasdoué is a member of the French Academy of Technologies and the Fondation Médecins du Monde.

A nurse since 1992, Chrystèle worked in private practice for 21 years, after spending 4 years in an intensive care unit. She then worked as a health education manager at an IFSI (Nursing Training Institute) for 3 years. Throughout her professional practice, Chrystèle has always valued teamwork, which she sees as the foundation of quality patient care.
Aware of the challenges in private nursing practice, she joined Guillaume Alsac in 2016 to co-found the NGO Soignons Humain. The organization aims to "Re-think Health through Humanity" by offering new organizational approaches that enable all players to regain a sense of agency and alignment in their practice. Soignons Humain is inspired by Buurtzorg (Netherlands), of which she is the representative in France.
Chrystèle volunteered with Soignons Humain for 3 years and has been a full-time employee since September 2019. In her role, she co-directs and co-manages the EQUILIBRES innovation project under Article 51, which she co-initiated. EQUILIBRES enables 230 city nurses in 3 regions of France to rediscover a practice with meaning, recognition, power to act, and self-organization as a team, benefiting the autonomous homecare of the people they support.
Since 2019, Chrystèle has expanded her nursing and health management practice by training in:

The company operates in the health, agri-food, energy and mobility sectors and works with key players in the French economic landscape (Michelin, Sanofi, Engie, Veolia). As a committed business leader, she was awarded the Chevalière de l'Ordre National du Mérite in 2018 and the Chevalière de la Légion d'Honneur in 2022.
At the same time, she joined the MEDEF in 2013, first as chair of the Entrepreneurial Dynamics Commission - then taking a major role within the union from 2018 after being appointed a member of the National Executive Council and chair of the New Entrepreneurial Responsibilities Commission. That same year, she was also elected vice-president and spokesperson for the movement, and founded the ‘MEDEF Women’ network before entering the race for the 2023 presidency, once again being the only woman to stand in the employers' union elections. A former top-level sportswoman, Dominique Carlac'h remains committed to her passion for athletics and competition, which she combines with her professional expertise. Since 2017, she has been co-chair of the Olympic Games Social Charter Committee and a member of the board of directors of the Société de Livraison des Ouvrages Olympiques. More recently, she was elected vice-president of the French Athletics Federation in 2020 and of the National Sports Agency in 2021. Laurence Comte-Arassus is General Manager of GE Healthcare for France, Belux and French speaking African countries, (FBFA), including France, Belgium, Luxemburg, North West Africa (Morocco, Algeria and Tunisia) and sub Saharan francophone Africa. Laurence has spent most of her career in medical technology. She joined Medtronic in 2002 and has held several management positions in the Cardiac Rhythm and Heart Failure Division (CRHF). In 2008, she was appointed Director of the Diabetes Division in France. In 2012, Laurence became Director of the Cardiac and Vascular Group (CVG) in France. In February 2015, Laurence Comte-Arassus was appointed President of Medtronic France, which has 1,300 employees and whose scope includes four production sites, a training center and the headquarters located in Boulogne-Billancourt (France).

Born in 1965, Xavier Bertrand graduated from the Faculty of Law and Political Science at the University of Reims with a master's degree in public law and a postgraduate diploma in local administration. He was an insurance agent from 1992 to 2004.
In 1995, he became deputy mayor of Saint-Quentin, in charge of the town's community life and economic development. In 1998, he was elected general councillor for the Aisne department and then, in 2002, was elected as member of the French Parliament for the same department.
Appointed Secretary of State for Health in charge of health insurance in 2004, Xavier Bertrand was Minister for Health from 2005 to 2007, before being appointed Minister for Employment from May 2007 to January 2009, then Minister for Employment and Health from 2010 to May 2012. Within the scope of his responsibilities, he led a series of major social reforms, including the establishment of a minimum service requirements for public transports and France's ban on smoking in public places.
In October 2010, Xavier Bertrand was elected as Mayor of Saint-Quentin, and in June 2012 he was re-elected to the National Assembly.
In December 2015, he became the first President of the Hauts-de-France Regional Council (population 6 million). He then resigned his positions as Mayor and Member of the National Assembly to focus fully on carrying out his regional project.
On 27 June 2021, he was re-elected to a second term as President of the Hauts-de-France Region.

Before taking up her position at the Directorate General for Health Care Provision in November 2022, Marie Daudé was, since October 2020, Deputy Secretary General of the City of Paris, in charge of services to Parisians and a member of the Pensions Monitoring Committee since April 2021. Inspector of Social Affairs (IGAS) 1st class, graduate of the Institute of Political Studies (IEP) of Paris, former student of the ENA (current INSP - promotion Averroès), Marie Daudé has held various positions in the government sector, including the Ministry of Health. From May 2000 to June 2004, she was assistant to the head of the office for the financing of health establishments at the Directorate of Hospitalization and Organization of Care (DHOS, now DGOS), then head of the same office. At the end of this period, Marie Daudé was appointed rapporteur in the Cour des Comptes (French State Audit Office). In July 2007, Marie Daudé joined the Social Security Directorate (DSS), first as assistant to the deputy director, then as deputy director for access to health care, family benefits and accidents at work, and then as deputy director for pensions and complementary social protection institutions. At the same time, she was secretary general of the Mutual Insurance Board (Conseil supérieur de la mutualité) (2012-2014) and from June 2014 to January 2017, member of the Pensions Monitoring Committee (Comité de suivi des retraites). In March 2014, Marie Daudé joined the General Inspectorate of Social Affairs (IGAS) before being appointed in 2017 as head of department, deputy to the DSS, until her appointment in October 2018 as deputy director of the cabinet of Agnès Buzyn, Minister of Solidarity and Health, and director of the cabinet of Christelle Dubos, Secretary of State to the Minister. She was reappointed in February 2020, following the nomination of Olivier Véran as successor to Agnès Buzyn.

Married and father of three children, Philippe El Saïr is currently the Director General of CHU de Nantes, Nantes’ university hospital, after having led the CHU de Brest. Since March 2023, he has chaired the Conférence Nationale des directeurs généraux de CHU, the non-profit association of french university hospital director generals.
He began his professional career in 1993 at Assistance Publique-Hôpitaux de Paris (Paris public hospitals) in roles such as director of human resources and financial director, where he notably oversaw the conversion project of the Rothschild Hospital (in the 12th arrondissement of Paris).
In 2002, he moved on to his first experience as a general director in Valréas, in the Vaucluse department, in an establishment with a budget of 25 million euros. At that time, he focused on the strategic repositioning of the institution.
In December 2005, he took the helm of the Villefranche-sur-Saône hospital. In a context of demographic growth, this institution's revenue increased from 80 million euros to 140 million euros over seven years.
In 2013, Philippe El Saïr became the Director General of CHU de Brest. He boosted the attractiveness and activity of the institution through a deliberate differentiation strategy which entailed supporting medical leaders and research, implementing a hospital users service policy in partnership with Académie du Service, a consulting consulting firm specialized in customer experience and relations, and digitalization. In July 2020, he took on the role of Director General of CHU de Nantes, where he led the institution’s response to the Covid crisis, spearheaded the reconstruction of the new hospital without delay, and ensured the momentum the institution’s projects. CHU de Nantes was able to restore all of its medical, surgical and obstetric bed and staffing capacity and now has an outstandingly growing activity. Additionally, the hospital is involved in an innovative partnership with Nantes Université and became one of its founding members. The institution also aims to inject new energy into its research policy by redefining its areas of excellence and simplifying researchers' work, in line with the national medical research renovation plan.
Philippe El Saïr was part of Jean Castex's mission on the reopening strategy from April to July 2020. He sits and has sat on several boards of directors of organizations in the healthcare sector and presided over the Centre National de l'Expertise Hospitalière from 2015 to 2024. He graduated from Sciences Po Grenoble, holds a law degree, and is an alumnus of Ecole des hautes études en santé publique, the french school of public health. Philippe El Saïr was awarded the title of chevalier de la Légion d’Honneur and chevalier de l’ordre national du Mérite.
